District government plan to be finalized after looking into pros and cons: Tanvir Naqvi

Karachi: The chairman of the National Reconstruction Bureau (NRB) Lt. Gen. (Retd) Tanvir Hussain Naqvi, has said that the district government plan would be finalized after looking into the pros and cons and accommodating the opinions from people representing various walks of
life.

He was talking to senior columnists at the Government House here on Sunday. The columnists came up with a number of suggestions regarding the proposed plan. Gen. Naqvi told them that the polls raised have been noted and would be duly accommodated in the plan that would be finalized by Aug 14. He also asked the people to come up with their suggestions and opinions about the proposed plan. The NRB has its own website. The columnists were of the view that the district government plan should be debated in the media specially the electronic media so that all points of view are incorporated. They stressed that it be ensured that the sardari and jagirdari system should not infiltrate in the proposed plan. They also suggested that the local bodies polls should be conducted on the joint electorate basis and that there be a direct election up to the tehsil level.

They further stated there would be separate rules for the women seats in the urban and rural areas. They also called for bringing to an end the system of jagirdari. Gen. Naqvi stated that there will be a system of checks and balance in the proposed plan, he stated that the model of other countries are being studied but the adoption will only be in accordance with our system and society. NRB chief said that efforts are being made to evolve the best system that could serve the people at the grass root level in an effective manner.

He said that in the proposed system there would be incentives for the right type of people. There would be a system of checks and balance. Gen. Naqvi said that the bureaucracy is performing its due role and that there is no case for any fear in discharging its usual functions. Regarding a suggestion that the task of registration of voters be expedited, he informed that the work in this regard is in progress.
